Cleo joined Northwest Health Foundation as a Program Officer in July 2022.

Prior to NWHF, Cleo served as the Development Director for Partnership for Safety & Justice, which seeks to transform Oregon’s criminal legal system by bringing together people who are justice involved, survivors of violence and the families and communities of both. Her deep understanding and relationships in transforming justice are invaluable to the Justice Reinvestment Equity Program (JREP). Before PSJ, Cleo worked in development at the University of California, Los Angeles.

Cleo graduated from the University of California, Irvine with a B.A. in Criminology and the University of Cambridge with an MPhil in Criminological Research.

Cleo is a board member of Oregon Abuse Advocates & Survivors in Service (OAASIS) and previously served as board chair of the Asian Pacific American Network of Oregon (APANO).

Outside of work, Cleo enjoys spending time with her partner and daughter, vegan cooking with friends, and walking her senior dog to the park.
